Should i apply for an irish driving licence and change the address on my insurance?ireland? - home insurance northern ireland

I work 3 days per week for the Republic of Ireland and live there.The Dole paid me for another 2 days.
Years ago I had my sister in the direction of Northern Ireland for a British licence.I sent a van cheaper and safer insurance.The € 1600 and the lowest in the North.
In the south of Ireland, at the border / customs / Dole team kept the car in favor fraud.people live in the north to the wrong addresses in the south and claim benefits.
My problem is that I live in the Republic, but my insurance license and otherwise! All my bank / doctors / etc are directed credit to my home in the Republic.
If I change, I need to change my license to license / insurance / NTC van / pay high taxes and insurance.
Irish I had a license, a few years ago, but had the license transferred to the United Kingdom.

and if I have anything that could change if the office to catch up really cost more to take action against fraud and rightly so, but I know what I could do worse, but break the law, so I know someone with the same thing and has a fine of 11,000, which would be more expensive to do?
